Failure to Complete/Pass EPME

Headquarters Air Force approved the implementation and use of Promotion Eligibility Status (PES) code 2 for Airmen who fail to complete and/or pass Basic Phase 2 and/or Basic Phase 3 Enlisted Professional Military Education (EPME) Distance Learning Course (DLC).

 

Effective Jan. 1, 2017, those Airmen with an EPME suspense date that expires Dec. 31, 2016 who have failed to complete and/or pass Basic Phase 2 and/or Basic Phase 3 EPME DLC by the suspense date will be rendered ineligible for promotion. PES code 2 - "Enlisted PME DL (2/3) Not Completed" will automatically be updated in the Military Personnel Data System (MilPDS) with an effective date of Jan. 1, 2017.

 

Those Airmen with EPME completion suspense date that expires Jan. 1, 2017 and later will have PES code 2 updated with an effective date of the day following the one year EPME completion suspense.

 

If the Airman has a projected promotion and receives a PES code 2, he or she will have their projected promotion automatically placed into withhold status (Grade Status Reason - 2T, will automatically update in MilPDS). The withhold status will be removed by the Military Personnel Section (MPS) upon notification of course completion or, if not completed, the 2T will be automatically removed at the end of the promotion cycle when the line number is cancelled. Line numbers that have been removed at the end of the promotion cycle will not be reinstated.

 

As a reminder, the implementation of the reenlistment and promotion policy does not change the EPME requirements for senior master sergeant/chief master sergeant promotion consideration. Effective with the 15E9 and 16E8 promotion cycles, SNCOs must have completed EPME Phase 3 (by correspondence or in-residence) on or before the Promotion Eligibility Cut-off Date (PECD) to be eligible for promotion consideration.

 

EXAMPLES

Airmen are eligible to test to the grades of staff sergeant – master sergeant, even if the EPME is not complete as long as the EPME suspense date has not lapsed.

 

Example 1: Staff Sgt. X is time-in-grade (TIG) and time-in-service (TIS) eligible for promotion consideration to Tech. Sgt. The EPME completion suspense date is Aug. 1, 2017, testing window is Feb. 1, 2017 - March 31, 2017, Staff Sgt. X is eligible to test for promotion as testing occurs prior to suspense expiration.

 

Airmen are eligible to pin-on their promotion, even if the EPME is not complete as long as the EPME suspense date has not lapsed.

 

Example 2: Staff Sgt.  X has a line number to Tech. Sgt. EPME completion suspense date is Oct. 1, 2017 and line number is scheduled to increment Sept. 1, 2017, Staff Sgt. X can pin on their promotion on Sept. 1, 2017.

 

Airmen who have a line number for promotion to the grades of staff sergeant – master sergeant will have their promotion placed into withhold (grade status reason (GSR) - 2T) if EPME is not completed by the suspense date and the suspense date is prior to the promotion sequence number increment date.

 

Example 3: Tech. Sgt. X has a line number to Master Sgt. EPME completion suspense date is Feb. 1, 2017 and the line number is scheduled to increment March 1, 2017. If the EPME is not completed by Feb. 1, 2017, then the projected promotion is placed into withhold until EPME is complete or until the end of the promotion cycle (when the line number is cancelled).

 

Airmen who are TIG/TIS eligible to compete for promotion to the grades of staff sergeant – master sergeant will only become ineligible for the promotion cycle (or any time after the PECD up to the public release date for that specific cycle), if PES code 2 is updated due to EPME not being compete.

 

Example 4: Staff Sgt. X tests for Tech. Sgt. March 1, 2017, the EPME completion suspense date is April 1, 2017. If EPME is not complete by April 1, 2017, PES code 2 is updated and the Airman is no longer eligible for consideration for that promotion cycle.

 

Airmen who are TIG/TIS eligible to compete for promotion to the grade of SMSgt must be EPME Phase 3 completed (by correspondence or in-residence) by the PECD, regardless of their 12 month suspense date.

 

MPS PROCESSING INSTRUCTIONS

Effective Jan. 1, 2017, Airmen who fail to complete and/or pass Basic Phase 2 and/or Basic Phase 3 EPME DLC by the EPME suspense date will be rendered ineligible for promotion. PES code 2 - "Enlisted PME DL (2/3) Not Completed" will automatically update in MilPDS.

 

Upon course completion it is the Airman's responsibility to notify the MPS and provide proof of completion. MPS must ensure EPME completion is updated in MilPDS prior to releasing promotion withhold.

 

If EPME is completed after the one year suspense date, but prior to PECD the MPS will update PES Code X. Update must be done before PECD and effective date must be before PECD; this action will make the Airman eligible for promotion consideration.

 

If EPME is completed after the one year suspense date, but on or after PECD the PES code 2 will remain in place and member will not be eligible for promotion consideration.

 

For Airmen with a projected promotion (has a line number) only, upon completion of EPME the MPS will release the promotion withhold using GSR 2X. The effective date will equal the date of EPME completion

AFPC Processing Instructions.

 

AFPC Promotions and Testing Operations Section (AFPC/DP2SPP) will identify Airmen with a projected promotion who have completed EPME and been released from withhold by the MPS on or after the 15th of each month. A CMS case will be loaded and a retroactive effective date will be approved (if authorized) and updated to coincide with the member's original Date of Rank (DOR).
