Many ID card issuing customer service operations are using an on-line web appointment scheduler along with their current customer walk-in service in support of the Real-time Automated Personnel Identification System (RAPIDS). The Defense Manpower Data Center (DMDC) provides RAPIDS facilities use of the web-scheduler for managing customer appointments. This web site also includes types of documentation needed for establishing identity and eligibility in order to qualify for enrollment in DEERS and issuance of an ID card from RAPIDS.
Customer walk-in service to a RAPIDS facility is permitted, providing availability is within the issuing site's work schedule. If no service availability is within the work schedule, the issuing site may advise customer of wait time or to return at a later date/time for I. D. card issuance, including DEERS enrollment or change election updates.
RAPIDS Self-Service (RSS) Portal
The RSS Portal allows eligible populations such as members and family members to self-service on certain actions such as view/update contact information in DEERS or requests an application for re issuance of an ID card, or by adding/changing E-mail address for initial or new E-mail and E-mail certificates. The RSS Portal is also a gateway to the MilConnect Portal and allows for e-Correspondence by sending E-mail notifications in place of mailed letters for active duty, National Guard/Reserve members on active duty or Early Alert status for Primary Care Manager (PCM) medical changes, TRICARE Welcome Letter/Enrollment Card, and children turning ages 21/23 Eligibility Change with DEERS. Future plans include additional E-mail notifications for active duty populations and non-active duty populations and family members.
Currently, the RSS portal does not allow initial enrollment actions to occur to the DEERS database and requires the sponsor to perform this action in person at a RAPIDS facility. RSS allows CAC recipient (only), to verify their family member's relationship, and eligibility for ID card issuance by digitally signing the DD Form 1172-2, ID card application by using their CAC. When a DD Form 1172-2 is digitally-signed through RSS, this information will be stored in DEERS and is a viewable document within RAPIDS by any issuing official among the uniformed Services personnel offices. Once verified using RSS, sponsors no longer need to accompany their family members in obtaining the ID card at an issuing facility. Note: Printed copies of the DD Form 1172-2 may also be given to eligible family members who may present the paper copy reflecting the digital signature to another RAPIDS facility for subsequent ID card issuance. The digitally signed DD Form 1172-2 now reflects a green check mark in block 22 (sponsor/Employee Signature). The green check mark is considered a valid and properly verified form for allowing issuance of an ID card.
