The Air Force Personnel Center, headquartered at Joint Base San Antonio - Randolph Air Force Base, Texas, provides personnel services to Airmen worldwide.  AFPC is a field operating agency of Headquarters, U.S. Air Force, Deputy Chief of Staff for Manpower, Personnel, and Services.

Develop and deliver innovative, customer-focused total-force support solutions to commanders, Airmen and families.

Approximately 2,700 military, civilian and contractor personnel work at the center with subordinate organizations at more than 10 locations including 5 manpower requirement squadrons implementing personnel programs affecting more than 324,000 active-duty members, 150,000 civilian employees, 176,000 Reserve components, 726,000 retirees and 103,000 surviving spouses through a worldwide network of personnel sections. The innovative, multi-talented, customer-focused workforce at AFPC ensures delivery of next-generation force support solutions.

AFPC is comprised of 7 directorates, the Air Force Promotion Board and Special Staff, each managing key programs in support of Air Force personnel operations around the world.

AFPC manages a $610 million budget, which funds Air Force-wide programs to include military tuition assistance, civilian permanent change of station, the Air force Central Salary Account, Air Force civilian training and AFPC's operational budget.

The Director of Staff manages the AFPC governance structure, ensures clear communications between the commander and staff leadership, and manages the flow of work into the center and from the center back to the Air Staff and other organizations. It manages Air Force smart operations, knowledge operations support, unit deployment and readiness, unit training, liaison support, safety, supply and facility support to AFPC. Additionally, the directorate provides worldwide customer support for personnel data through the production, detailed analysis and delivery of reports and data sets on the effectiveness and output of personnel programs. The directorate also delivers Enterprise Information Management policy and guidance in support of Freedom of Information Act, Privacy Act, Records, Publications, Forms, World Wide Locator and Activity Distribution Office. The Directorate of Staff also controls and approves attitude and opinion surveys administered to Air Force members and provides oversight by ensuring the surveys meet mission requirements and fulfill the information needs of functional authorities.

The Directorate of Assignments and Air Space Expeditionary Force Operations develops, coordinates and executes Air Force active duty assignments for enlisted Airmen below the grade of chief master sergeant and officers below the grade of colonel (except the Judge Advocate career field) to ensure effective utilization and professional development. The directorate is responsible for humanitarian and exceptional family member assignments, joint duty, developmental academic, medical and military education, and special duty assignments. The directorate also serves in a supporting command role to the Air Force Joint Force Provider at Air Combat Command, for sourcing and monitoring execution of all SECAF tasked requirements for conventional and contingency forces. The directorate provides operational assessment for AEF operations by providing oversight of Air Force requirements through the management and maintenance of Air Force Component Operational Plans Time-Phased Force Deployment Data for all AEF emerging and rotational deployment requirements. The directorate develops guidance, procedures and training for total force accountability in direct support of Air Force and Department of Defense reporting programs, processes, policies and systems. The directorate also operates the Personnel Readiness Cell, administering the systems of record for total force accountability during natural disasters, contingencies and situations warranting emergency actions.

The Directorate of Civilian Force Integration provides staffing, recruitment, classification, processing and employee life cycle sustainment services for the Air Force worldwide through a centralized personnel center and five operating locations. The directorate formulates, coordinates and executes the force shaping and force development needs for approximately 188,000 employees represented by 20 career field teams supporting 27 separate career fields. The directorate also recruits and trains civilian interns to provide a cadre of future Air Force civilian leaders; identifies, develops and places high performing civilians in key managerial and executive positions throughout the Air Force; and manages training funds for 27 career fields to support leadership and management training, intern training and tuition assistance to qualified Air Force-wide employees.

The Directorate of Personnel Services develops guidance, procedures and training for active-duty, Guard and Reserve personnel directly supporting Air Force programs. It provides timely and accurate implementation for more than 200 personnel programs. These programs include, officer and enlisted accessions, service dates, active duty service commitments, retraining, inter-service transfers, evaluations, management level reviews, education and training, promotions, decorations, special trophies and awards, memorializations, duty status, dress and appearance, leave, fitness, reenlistments, separations, retirements,  retiree services, military tuition assistance and military classification. It evaluates, initiates, or revises plans and programs to ensure adherence to approved Air Force and Department of Defense policies and standards. The directorate is also responsible for operational support and training of career assistance advisers. It administers Department of Defense and Air Force policy and procedures on identification card issuance and related benefits and entitlements, and oversees three records management programs or the total force automated personnel records.

The Total Force Service Center - San Antonio Directorate provides direct personnel services and support on centralized personnel programs to commanders, Air Force members, civilian employees, retirees and their families during both peace and wartime. The directorate acts as AFPC's "face to the customer" in performing call services and leveraging application support for such functions like retirements, separations, reenlistments and retraining.  It also serves as the focal point for business process redesign efforts and designing user requirements for information technology support systems.  Moreover, it provides a total force governance and assistance for the development, placement and maintenance of essential knowledge articles for military and civilian personnel programs on the myPers website. In addition they manage the presentation of knowledge on the myPers website and the system support for the Customer Relationship Model case management system Oracle-Right Now Technology. Beyond services provided at AFPC, the directorate directs operations and training for Military Personnel Sections and similar field operational activities where it administers key DOD and AF policy and procedures in support of important mission areas like the Personnel Reliability Program and relocation movement functions.

The Directorate of Airman and Family Care provides care and operational support to active duty, Reserve, Guard, civilians, retirees and their respective families. The directorate provides care and support to wounded, ill and injured Airmen and their families that will enable them to go forward as productive and proud members of society whether continuing in or out of uniform. It also conducts professional boards to ensure fair compensation to members whose military careers are cut short due to service incurred or aggravated physical disability. The organization is the focal point and final approval authority for USAF veteran claims for combat related special compensation. They formulate casualty policy, procedures and system requirements and oversee the missing persons program. The directorate manages casualty reporting and notification for active duty, Guard, Reserve, overseas civilians, and contractor personnel and monitors casualty assistance provided to next of kin. The directorate provides a centralized and functionally integrated case management office to ensure timely evaluation, treatment and disposition of our wounded, ill and injured ARC members serving on active duty. It manages medical continuation orders and a case management system to expedite medical evaluation and treatment of Airmen to regain their ability to perform military duties or to enter into the Integrated Disability Evaluation System.

The Directorate of Manpower provides Air Force leaders, at all levels, the tools to identify the required manpower to accomplish Air Force missions through two divisions and seven operating locations. These tools include Air Force Manpower Standards, Manpower Assessments, Management Advisory Studies and Manpower Resource Factors. These tools accurately define the proper assortment of Air Force personnel resources and allows for the proper budgeting of manpower through the Future Years Defense Program for approximately one third of the total Air Force budget. The Directorate of Manpower also implements the Air Force-wide commercial services management program to improve the operation of commercial functions, which includes providing field support for competitive source, insourcing and business process re-engineering initiatives. Additionally, the directorate administers the Air Force's Airmen Powered by Innovation Program, a Secretary of the Air Force special-interest program that enables personnel to submit innovative ideas to better leverage limited resources.

In addition, AFPC is the home of the U.S. Air Force Selection Board Secretariat that plans, conducts and maintains records for more than 100 selection and evaluation boards per year. These include officer promotion boards for major through major general, Reserve General Officer Vacancy Promotion Boards, Air National Guard Federal Recognition Boards, force management boards, master sergeant, senior master sergeant and chief master sergeant enlisted evaluation boards, officer special selection boards, enlisted supplemental evaluation boards and any other boards directed by the Secretary of the Air Force. For promotion and evaluation boards, board members evaluate more than 85,000 records on an annual basis to determine which officers and senior noncommissioned officers are best qualified to become the Air Force's next generation of leadership. The Secretariat utilizes the Electronic Board Operations Support System to manage more than 121,000 selection records.

The Air Force Military Personnel Center was established April 1, 1963, as a Headquarters Air Force field extension of the Deputy Chief of Staff, Personnel, and in 1971 became a separate operating agency. Its name was changed to the Air Force Manpower and Personnel Center in 1978, when the Air Force integrated the manpower and personnel functions at U.S. Air Force Headquarters level.

In October 1985, the manpower function was realigned and separated from personnel. This resulted in the center being renamed the Air Force Military Personnel Center, Jan. 1, 1986. The center became a field operating agency Feb. 5, 1991.

The Air Force Personnel Center was formed during a consolidation of the Air Force Military Personnel Center and Air Force Civilian Personnel Management Center, Oct. 1, 1995.

The former Civilian Personnel Operations was established on July 1, 1976 and was a direct reporting unit of the Air Force Directorate of Civilian Personnel until Feb. 5, 1991 when it was renamed the Air Force Civilian Personnel Management Center and became a field operating agency. It became a directorate within the Air Force Personnel Center Oct. 1, 1995.

On Aug. 29, 2006, the Air and Space Expeditionary Force Center, Langley AFB, Va., became a direct reporting unit of the Personnel Center.  The AEF Center inactivated as a separate unit and its function merged with others in AETC related to deployments to become an AFPC directorate on Oct. 1, 2007.

In 2012, U.S. Air Force, Deputy Chief of Staff for Manpower, Services and Personnel announced the consolidation of Air Force Personnel Center, Air Force Manpower Agency and Air Force Services Agency as part of an Air Force efficiencies initiative. The consolidation allowed the A1 community to streamline processes, identify efficiencies, and reduce overhead.  In this consolidation, we will optimize our ability to provide a full range of products and services for human resource management utilizing a flexible and multi-skilled workforce.

In 2014, Air Force senior officials announced the establishment of the Air Force Installation and Mission Support Center. The IMSC consolidated policy and oversight of installation and mission support activities. With this consolidation, the IMSC acquired the AFPC's Directorate of Services on Oct. 1, 2014.
