The goal of Crisis Response is to assist the military community before, during and after disaster, crisis and evacuation events.


Crisis Support under the Airman and Family Readiness umbrella encompasses community disaster education, Emergency Family Assistance Center (EFAC), Evacuation Operations & Repatriation, and the needs assessment portion of the Air Force Personnel Accountability & Assessment System (AFPAAS).

Air Force Personnel Accountability and Assessment System

Airman & Family Readiness Centers (A&FRC) are responsible for managing the needs of our Airmen and their family members during crises. AFPAAS is comprised of two components, an accountability capability and needs assessment tool. A&FRCs are responsible for managing cases identified through the needs assessment component. Family members who have been impacted and/or displaced as a result of natural or man-made emergency events such as fires, hurricanes, floods, earthquakes and evacuations are encouraged to use the AFPAAS needs assessment survey to communicate the type of support they are seeking. Families will also provide contact and displaced location information under the accountability component of the AFPAAS system, which A&FRCs will reference when reaching out to families requesting assistance. 

AFPAAS Access: This user-friendly system may be accessed at  All Air Force-affiliated personnel and their family members have access to AFPAAS. This includes Active-Duty and Air Force Reserve Component, Department of the Air Force and Non-Appropriated Funds Civilians, Air Force OCONUS contractors and their family members. Air Force personnel on temporary duty status, leave or on a pass in the affected area are encouraged to use the AFPAAS needs assessment tool as well.

Emergency Family Assistance Center

An EFAC serves as an installation’s go-to location for Airmen and family members impacted by crises to receive timely and accurate information from Wing authorities. In addition, EFACs offer an array of support such as counseling, legal, religious and casualty notification services. Every EFAC is comprised of a cross-section of Helping Agency professionals ready to assist military community members impacted by the crisis at hand.  Wing commanders have the authority to activate an EFAC; A&FRCs provide oversight for these important assistance centers.   

Evacuation Operations & Repatriation

There are times when the Department of State (DoS) requests Department of Defense (DoD) support with executing evacuation operations.  Most DoS-directed evacuations that are DoD-supported, occur in foreign countries when the lives of military dependents and/or U.S. citizens become endangered by natural or manmade disasters, civil unrest or imminent terrorist activity.  Depending on the situation, DoD may also support the evacuation of designated host nation and third country nationals identified by DoS.

A&FRCs often provide support to evacuees at reception and evacuation centers.  In addition, A&FRC staff may provide assistance to evacuees when they arrive at a U.S. port of entry where repatriation processing is required. A&FRC staff at displaced locations will act as the family’s liaison to the base community and will ensure that families are kept apprised of current official information throughout the entire safe haven period.
