Special selection boards were established as a feature of the Defense Officer Personnel Management Act which became effective Sept. 15, 1981.
In addition to considering active duty, Guard and Reserve officers, retired or separated officers are also considered provided they meet all board requirements.
Seventy day board docket cut-off date: Approximately 70 days prior to a SSB, the Selection Board Secretariat prepares the board convening package for SECAF approval. This package establishes which boards will convene at the next scheduled SSB. At this point, no new boards will be added to the SSB schedule. In addition, the 70-day board docket cut-off date is a target date we base board composition and workload on. As such, if the SSB exceeds effective workload capacity prior to that point, it is conceivable to expect this date to be adjusted to an earlier point in time.
Thirty day board cases cut-off date: We will continue to accept approved SSB cases (only for boards identified on the board docket) up until 30 days prior to the SSB. This is provided we are able to obtain all necessary documents required to re-create the board (i.e. Promotion Recommendation Forms, Officer Selection Briefs, benchmark records, etc.). To further clarify, an approved SSB case means your application has been evaluated, approved for SSB consideration, and provided by the proper approval authority to the Selection Board Secretariat by the established cut-off date. When your package was mailed or received by the reviewing office for SSB approval/disapproval determination is not a considering factor.
Records that meet a special selection board will be "aged" to appear as it would have at the original board for which they are being considered. For example, an officer scheduled to be considered by the Calendar Year 15A (2 Mar 15) Lieutenant Colonel Board. Any documents (officer performance reports, decorations, etc.) that were not required to be on file by the original board (except those corrected or added retroactively) will be removed from the selection folder.
For those officers who have been granted reconsideration, the promotion recommendation form used by the original board, if available, will be reproduced from microfiche and inserted in the record. Circumstances for this provision may vary from case to case, and separated or retired officers should call AFPC if this form is required.
For retired or separated officers, post-selection actions involving authorization for their new rank will be handled on a case by case basis determined by each individual's status. Senate confirmation is required by law on all field grade (major and lieutenant colonel) promotions, and this can sometimes be a lengthy process.
Special selection board results will be released upon deputy secretary of defense approval of the board proceedings. This process normally takes about 10-12 weeks following adjournment of the board. Release of board results normally occurs within three to five duty days following the above approval. Officers no longer on active duty will be sent to the officer's home address by mail with point of contact information included in the notification.
If a retired or separated member is selected to a higher grade, there may be additional pay-related matters. For retired or separated officers, post-selection actions will be handled on a case by case basis determined by each individual's status.
Normally appeals are reviewed on a first-come, first-served basis, under the provisions of AFI 36-2603, Air Force Board for Correction of Military Records. Therefore, the sooner it is filed, the better chance it will be decided prior to the next regularly scheduled special selection board.
To reasonably ensure an appeal meets a scheduled special selection board, submit the appeal request via the vMPF on the AFPC secure website (this site replaces the AF Form 948). The appeal must arrive at AFPC no later than 90 days prior to the board start date. Any requests received in less than 90 days prior to the board start date reduces the chances that a decision will be made before the board cutoff date which you are attempting to meet. . For appeals disapproved at the AFPC level, an advisory will be submitted, along with the DD Form 149, Page 1 and Page 2 appeal package, to the Air Force Board for Correction of Military Records (AFBCMR) at Andrews Air Force Base, MD. The AFBCMR will review and decide on each case on its own merit.
Review requests should be signed and dated.
