Phase 1, Phase 2 and Eligibility

The Noncommissioned Officer Retraining Program (NCORP) is designed to retrain second term and career Airmen from healthier Air Force specialties into other specialties to optimize the enlisted force to best meet current and future mission needs. Air Staff and Career Field Managers determine retraining objectives. Air Force Personnel Center Retraining Policy and Procedures office announces the eligibility criteria by message at the start of each fiscal year program.

 

The NCORP consists of two phases: Phase I (voluntary retraining) and Phase II (mandatory retraining).

 

Phase 1 Retraining (Voluntary)

The objective of Phase I is to obtain volunteer applicants from identified healthier Air Force Specialty Code (AFSCs) to fill requirements in other AFSCs. All Airmen with retraining OUT objectives may apply for any available AFSC with retraining IN objectives for which they qualify. During Phase I if sufficient applications are not received and retraining objectives for the fiscal year are not met, implementation of Phase II is necessary.

 

NOTE: All Airmen may not be eligible based on personnel restrictions. Airmen are highly encouraged to apply for retraining into other skills as identified on the Retraining Advisory.

 

Phase 2 Retraining (Mandatory)

If retraining objectives are not met through the voluntary phase then a mandatory retraining phase becomes necessary. All eligible Airmen who are vulnerable for mandatory retraining are formally notified and selected for an AFSC. Airmen who possess a secondary or additional AFSC in another skill are returned to those skills if in the best interest of the Air Force.

 

Eligibility

The NCORP is for second term airmen or career airmen only. As a second term airman or career airmen, you must meet the following criteria to be eligible for retraining under this retraining program:

 

-Meet eligibility criteria of the Enlisted Retraining Management Section (HQ AFPC/DPPAET) message announced at the start of each fiscal year program.

 

-NCOs must possess a 5-skill level or above in Control Air Force Specialty Code (CAFSC), 3-skill level if no 5-skill level exists. Must not be under investigation by the Office of Special Investigation (OSI) or Law Enforcement officials (excluding normal security clearance)

 

-Most recent Enlisted Performance Report (EPR) must be at least 3 or higher, not be a referral and not be a projected referral

 

-Must not be ineligible for promotion or reenlistment

 

-Must not be in Training Status Code "O" (not recommended for entry into upgrade training)

 

NCOPR Removal

Upon release of the NCORP message, AFPC Retraining Policy and Procedures office identifies and notifies Airmen vulnerable for mandatory retraining.

 

Unit commanders may request an Airman be removed from the NCORP by submitting a memo (endorsed by the wing commander) with proper justification to the TFSC Retraining office.
