Exceptional Family Member Program

The Air Force's Exceptional Family Member Program is designed to provide support to military family members with special needs. As of September 2015, there were more than 27,000 active duty Airmen with one or more family members enrolled in EFMP. EFMP is comprised of three components who work together to support military members and their families.
EFMP - Medical provides medical information management support for EFMP enrollment functions and coordinates relocations for families who have medical or educational needs.
EFMP - Assignments provides comprehensive and coordinated medical, education, community support, assignment coordination, and housing accommodation to families enrolled in the EFMP program.
EFMP - Family Support provides community support function through the Airman & Family Readiness Centers and includes, but is not limited to, on- and off-base information and referral, parent training, support groups, relocation assistance, financial management, and school information.
The Department of Defense executes the EFMP department wide policy in DoD Instruction 1315.19, enclosure 4, to support and determine eligibility for families with special needs. Air Force Policy Directive 36-82 directs the responsibility for administering the day-to-day activities of the Air Force EFMP to Air Force Services.
The Air Force Surgeon General placed 77 Special Needs Coordinators at each Air Force Medical Treatment Facility to focus exclusively on EFMP medical and educational needs. All Airmen and Family Readiness Center have at least one person assigned to work with Airmen and their special needs family member. In addition, 40 full-time EFMP-Family Support Coordinator positions have been established in Airman and Family Readiness Centers to better serve the family support needs.
EFMP Enrollment
EFMP enrollment is mandatory and required immediately upon identification of a special need. The required forms for enrollment are:

Respite Care Options
Families stationed throughout the country have children who require child care services. Some children have special needs that require unique child care considerations. Finding and paying for quality child care for children with special needs can also present significant challenges for military families.
Respite Care is specially designed for Air Force families who have children diagnosed with moderate or severe special needs. Families can visit their local A&FRC for more information.
