Air Force Personnel Center Executive Director Dr. Todd Fore welcomed the Formal Physical Evaluation Board and the Office of Airman's Counsel to Joint Base San Antonio-Randolph during an open house ceremony held here on Sept. 24.

Co-locating the formal PEB with the informal PEB at the personnel center will improve efficiency and flexibility, which means members will have a shorter wait for case resolution, said Col. Deborah Aspling, Air Force Physical Disability Division deputy.

The formal board is the first level of appeal within the Disability Evaluation System. Service members are referred to the Disability Evaluation System when they have illnesses or injuries that may affect their ability to continue their military service. Attorneys from the Office of Airman's Counsel - an office within the Air Force Legal Operations Agency - represents and advises airmen throughout the disability evaluation process.

Moving the PEB to JBSA-Randolph is one of several initiatives the Air Force is taking to improve the evaluation board process, Aspling said.

"Over the past two years, the Physical Evaluation Board has been able to improve the case backlog from 1,600 cases to less than 300 cases," said Aspling. "We took a multi-system approach to address end-to-end processes including manpower requirements, systems flow, electronic case transfer, electronic record/data management, operational oversight, system/agency integration, operational effective/efficiency, and consolidation."

JBSA-Randolph is also more convenient for members traveling to San Antonio, offering improved access to billeting, dining, parking, and other services, which will also greatly increase PEB efficiency, Aspling explained.

"This is monumental progress," she said, "but we have not yet reached our improvement target of completing a case within 295 days, so we will continue to work toward that goal."
