Officers who have never commanded or commanded only once must meet the board if they have 15 months time on station by Jan. 1, 2014, have a date eligible for return from overseas of June through December 2014, or are in a must-move status in calendar year 2014, said Capt. "Non-core applicants must be released by their career field assignment team to be considered, as well." Contracting officers in the 1995-2000 year groups will compete for lieutenant colonel vacancies and officers in the 2001-2004 year groups will compete for major vacancies. Contracting officers with an April 1, 2010 or later date of rank to lieutenant colonel and July 1, 2007-Sept. 30, 2010 DOR to major will compete for the lieutenant colonel vacancies.
