Four civilian employees have been chosen to represent the Air Force to compete for the 2006 Government Employee Insurance Company Military Service Public Service Awards.

Their records will compete against other civilian employees of the armed forces in four categories.

Mr. Titus Welcome will represent the Air Force in the drug and alcohol abuse prevention category. Mr. Welcome is assigned to McGuire Air Force Base, N.J., as the Drug Demand Program manager. According to his nomination, his superior professionalism and leadership were instrumental in ensuring a ready 'drug-free' fit fighting force at McGuire AFB. His enthusiasm and attitude is credited with making a positive impact on numerous drug prevention events throughout his base and local communities.

In the fire prevention and safety category, Mr. John Gilmore will compete. He is the assistance fire chief for fire prevention at Malmstrom AFB, Mont. Mr. Gilmore has led the base fire prevention program for 11 years. His 'innovative' approach to customer service resulted in a commercially produced video given to new housing residents that highlights local information, while providing fire safety training in an entertaining format. His section is credited with being a key part of developing the first-ever video training program used to train more than 100 volunteer fire departments responsible for responding to Air Force missile incidents in five states.

Mr. Bernard "Ben" Bruce, from Luke AFB, Ariz., will compete in the traffic safety and traffic accident prevention category. Mr. Bruce serves as the ground safety manager and is credited with leading the wing's traffic safety and mishap prevention programs to new heights. According to his nomination package, Mr. Bruce earned the Motorcycle Safety Foundation "outstanding achievement" award for two consecutive years because of his 'visionary' motorcycle safety program. Mr. Bruce performed at a traffic safety magic show he developed at several local community safety events that reached more than 225,000 children in the Phoenix area.

Mr. Michael Hobbs, of Robins AFB, Ga., will compete in the physical rehabilitation category. Mr. Hobbs is a certifying official for the wing. He's the sole certifying officer for foreign military sales in the automated project order system. He is credited with processing more than 3,300 transactions totaling more than $73 million. Mr. Hobbs also served as the sole auditor of all travel vouchers and expertly audited more than 1,250 travel vouchers for the wing.

The nominees are now authorized to wear the Air Force Recognition Ribbon.
